HERE’S HOW THE AUTHORS DESCRIBE THIS REPORT:

African Canadian children and youth are over-represented in Ontario’s child welfare system. This report describes the problem, summarizes literature about racial disproportionality and disparities in child welfare, and identifies some of the promising practices implemented by various child welfare agencies in Ontario and other jurisdictions to address disproportionality and disparities.

The report provides an overview and summary of the issues and recommendations for change provided through the community consultations conducted for this project, and includes additional recommendations from the Steering Committee that, along with the Practice Framework, will make the systemic changes needed to create a child welfare system that better serves African Canadians.

The Practice Framework is comprised of two companion documents. Part 1 is the Research Report and is meant to provide the context for the implementation of the Race Equity Practices contained in Part 2.
