A growing number of people are recognizing the value of primary prevention approaches to youth substance use. These approaches are often called upstream because they focus on stopping youth substance use before it starts.

But upstream prevention can be challenging to explain – it’s less visible, takes time to show results, and doesn’t always fit within existing systems.
